President to launch National Campaign against use of Children in Armed Conflict



SRI LANKA-President Mahinda Rajapaksa launched the Sri Lankan National Campaign against the Recruitment of Children for Use in Armed Conflict.

According to available reports, before 2003 there were some estimates that of nearly 14,000 strong LTTE fighting cadres nearly 60 per cent or 8,500 were children under 18 years. These were often referred to as the LTTE's "Baby Brigade". There was more reliable information after this, when parents began reporting to UNICEF offices of the forcible recruitment of children for combat.
According to the latest figures - in December 2008 - the total under age -under 18 years - recruitment by the LTTE was 6, 288. Of this 3,809 are boys and 2,478 are girls. There are claims that 2059 such children, or those recruited as children, have been released, which requires verification.

There are recent reports from UNICEF and other organizations that of late the LTTE has stepped up the forcible recruitment of children to carry weapons. This is due to the rapid decline of its older fighting cares following the rapid advance of the Security Forces in the North.
In a message to mark this launch of this national campaign President Rajapaksa said: "This special initiative is necessary because preventing child recruitment, in tandem with the freeing of all children already recruited and brutalized, is at the core of our final thrust to eradicate the scourge of terrorism from our nation. We have watched our children suffer this terror, brutality and indignity for long enough. As much as we are prepared to eradicate terror, we must be equally determined to save our children from its menacing clutches.

"The sinister strategists of terror are aware that in the innocence of childhood, the children forced into their ranks are oblivious to the real motives of terrorism. Their tender minds are easily influenced by propaganda, and open to exploitation to carry out acts of violence, putting them at risk of death and disability. Child Soldiers are robbed of their birthright of a childhood, education, health, recreation, and most of all, a life in their own family."

The National Campaign against the Recruitment of Children for Use in Armed Conflict is an initiative of President Rajapaksa. It seeks to bring in all sections of society, irrespective of ethnicity, community or religion to oppose this crime against the children of Sri Lanka, and give strength to the thousands of Tamil parents who have been compelled to watch this tragedy of their offspring, barbarically destroyed; and ensure that the fight to eradicate terrorism, goes hand in hand, with the fight to free Sri Lanka's children from being the puppets of terror.
The campaign will be launched at the Presidential Secretariat tomorrow (26) evening. It will build on the work already been done by the Ministry of Justice to rehabilitate former Child Soldiers, and bring together many of Sri Lankan organizations concerned with the rights and welfare of children, as well as foreign organization with a genuine interest in the welfare of children.

India to send Emergency Medical Unit to SL


India on said today it would send a full fledged emergency medical unit to help civilians wounded in the conflict in Sri Lanka and work with Colombo to spur reconstruction process in that country.
"India and Sri Lanka have agreed to work together to address the urgent medical needs of these civilians," external affairs ministry spokesperson Vishnu Prakash said in a statement in New Delhi.
"In this connection, India will immediately send a full fledged emergency medical unit with hospital to Sri Lanka," he said.
This emergency medical unit will comprise doctors, surgeons, anaesthetists, nurses and support staff and necessary medical equipment and supplies.
"This would be augmented further depending on the requirement," the spokesperson added.
"India will also work with the government of Sri Lanka in the rehabilitation and reconstruction process in the northern and eastern Sri Lanka."
The decision to send emergency medical assistance came after New Delhi discussed with Colombo ways to help the civilians caught in the conflict between government troops and the Liberation Tigers of Tamil Eelam (LTTE).
Thousands of civilians remain trapped in a small chunk of territory still held by the LTTE. Early this week, Colombo turned down an appeal for a ceasefire by the Tamil Tigers.

LTTE leaders' luxury life exposed; a swimming pool located



SRI LANKA-A swimming pool which is believe to be used by the high profile LTTE leaders have been located by the troops of 58 Division advancing towards LTTE's only remaining stronghold, Puthukkudiyiruppu built-up, yesterday, 25 February.
Troops of 9 Gemunu Watch (9 GW) and 6 GW operating in west of Puthukkudiyiruppu captured the swimming pool and its surrounding fortifications following hours long fighting, military sources said.
The swimming pool is 50 feet long and 30 feet width. Its deep end is over 7 feet and a diving board was also available, sources said.
By using nets and canopies it had been well concealed to prevent from aerial observation, defence sources further said. Cabana type cottages exist in the surrounding area indicates that high profile LTTE leaders frequented for this location.
According to the latest report, troops were able to further shrink the LTTE hiding area into 58 Square Kilometers while encircling LTTE's last stronghold, Puthukkudiyiruppu built-up.pix -sourses-defence.lk


Sudar Oli Chief Editor abducted



SRI LANKA-Chief Editor of the Sudar Oli, a Tamil daily, N. Vidyatharan has been abducted in Mount Lavinia by an armed group a short while ago while attending a function , the police said. He was attending a funeral of a relative at a funeral parlour in Mount Lavinia. The staff at the parlour claimed that the abductors were clad in uniforms similar to those worn by the police.






Police are now saying that Sudar Oli editor N. Vidyatharan was not abducted by an unknown group but was in fact taken in for questioning by police. sourses-dailymirror

ISI could infiltrate India through Sri Lanka - Chidambaram


The Indian government is alive to the threat of Pakistan’s Inter-Services Intelligence (ISI) attempting to infiltrate its operatives into south India via Sri Lanka and has taken steps to counter this, Home Minister P. Chidambaram said today.
"There is no specific report of an infiltration attempt via Sri Lanka but we cannot rule this out," Chidambaram said during question hour in the Rajya Sabha. "We are aware that the ISI has a rather long arm and can reach out to other countries in south Asia."
In this context, he noted that all applications made in Sri Lanka for an Indian visa were being put through "greater scrutiny".
This apart, coastal vigilance had been "significantly strengthened" in Tamil Nadu and Kerala post the Mumbai terror attacks, Chidambaram said.
He was responding to a supplementary from D. Raja of the Communist Party of India (CPI) whether the government was aware that with the growing cooperation between Sri Lanka and Pakistan, "the ISI could become active and target the southern coast".

Fierce confrontations in Puthukudiyiruppu; 8 LTTE bodies found




SRI LANKA-Fierce confrontations reported in north of Kombavil as troops of 58 Division advanced further into the LTTE's last stronghold, Puthukudiyiruppu yesterday, 24 February, latest military report received from the battlefront said.
According to the sources, LTTE cadres facing heavy defeat and retaliation from the Security Forces, fled the area leaving arms and bodies. Scores of LTTE cadres were killed and many wounded, military sources added.
In subsequent search operations conducted troops have found 8 bodies of LTTE terrorists killed during the hours long confrontation. 8 x T-56 weapons, 1 x T-81 weapons and and 2 x I-Com sets were also found during the confrontation.
Meanwhile, troops of 12 Gajaba Regiment (12 GR) conducting search and clear operations in general area Visuamadu uncovered 5 x T-56 weapons, 1 x RPG and 2 x large claymore mines during morning hours on the same day.
Separately, army snipers deployed in general area north of Puthukkudiyiruppu gunned down 6 LTTE terrorists ahead of the defence line, military report received from the battlefront said. defence.lk

LTTE infiltration bid foiled- Mullaittivu


SRI LANKA-Sri Lanka Army 59 Division soldiers today (Feb 24) foiled an attempted infiltration bid by the LTTE terrorists in Mullaittivu. According to battlefield sources, heavy fighting have erupted as troops of 1 Sinha Regiment (1SR), and 9 Field Engineers intercepted a group of terrorist trying to infiltrate army forward boundary east of the Nanthikadal lagoon this morning.
After hours long fighting troops have so far collected 13 bodies of LTTE cadres along with large number of weapons, said the sources.


Among the items found, there were jackets worn by suicide cadres, pistols fitted with silencers, T-56 riffles, maps, etc. The clearing operation is still on as troops suspect more terrorist presence in the area.
Army 59 Division is mainly engaged in operations in the narrow stretch of land, on the eastern bank of Nanthikadal lagoon at present.


Meanwhile, troops of the Task Force 8 marching north along the western bank of Nanthikadal lagoon have breached the LTTE built earth bund, south of Puthukkuddyiruppu town, this morning. Battlefield reports indicate intense fighting going on in the area as troops closing in on Puthukkuddyiruppu, the last town under terrorist clutches.
The 58 Division heading towards Puthukkuddyiruppu built up from northwest and west have established their positions about 2km -4 km from the Puthukkuddyiruppu junctions.

UN chief to visit Sri Lanka



UN HUMANITARIAN chief John Holmes is to pay a three-day visit to strife-torn Sri Lanka later this week to review the humanitarian situation, the world body said on Wednesday.
UN deputy spokesman Marie Okabe confirmed an announcement from Colombo that the UN emergency relief coordinator was due in Sri Lanka on Thursday at the invitation of the Sri Lankan government.
She told a press briefing that Holmes planned to discuss the humanitarian situation arising from the government military offensive against Tamil rebels with representatives of the government, UN member states, the International Committee of the Red Cross and non-governmental organizations.AFP

SRI LANKA-Foreign Minister Rohitha Bogollagama and David Milliband, Secretary of State for Foreign Affairs of the UK further discussed today by phone the issue of the appointment of a Special Envoy for Sri Lanka.
It was agreed by the two Ministers to continue the discussions, the Foreign Ministry said in a statement. The Cabinet of Ministers at its meeting last week rejected the unilateral appointment of a Special Envoy for Sri Lanka by the British government. dailymirror

The BBC world service stop providing radio network to the SLBC



SRI LANKA- The BBC world service has stopped providing radio news to the Sri Lanka broadcasting corporation. The BBC said.
Reason for this what it call ?deliberate interference? statement from the BBC courted out. BBC said it had expressed its concern directly to SLBC Chairman Hudson samarasinghe in a series of letter and meetings in December and January.
We have no choice but to suspend broadcasts until such time as SLBC can guarantee our programming is transmitted without interference?, the statement said.
The BBC noted 17 instances of interference to BBC Tamil and eight similar instances to BBC Sinhala broadcasts between November 27 and early January. Sometimes whole current affairs segments of BBC programming were not broadcast on SLBC,? the statement said.
The BBC says it will maintain its services in Sinhala, Tamil and English on short wave radio and online. BBC news reports in English are to continue on the Sri Lankan commercial radio broadcaster, MBC. -

BBC suspends FM broadcasts in Sri Lanka


LONDON: The BBC said Monday it was suspending FM radio broadcasts over Sri Lanka's national broadcaster because of interference with its programs.

The BBC said the state-run Sri Lanka Broadcasting Corporation had blocked a number of news and current affairs broadcasts in English, Tamil and Sinhala on the BBC World Service since November.

World Service Director Nigel Chapman said the BBC had held meetings with the Sri Lankan network's chief, to no avail. He said the BBC had not received any specific complaints from the Sri Lankans.

Sri Lanka's military is involved in fierce fighting to defeat Tamil Tiger rebels after a 25-year civil war. The Red Cross estimates 250,000 civilians are trapped by the fighting.

Hudson Samarasinghe, chairman of Sri Lanka Broadcasting Corporation, accused the BBC of airing reports biased toward the Tamil rebels.

"This is a critical period in Sri Lanka," Samarasinghe told The Associated Press in Colombo. "We are fighting against ruthless terrorists and we can't allow foreign media to carry biased news."

Chapman said the BBC aimed for "comprehensive and balanced" coverage and adheres to editorial values including "impartiality, editorial independence and seeking a relevant range of views on any topic."

The BBC said it would suspend broadcasts to the SLBC starting Tuesday. The World Service will still be available on shortwave and online.

UN condemns suicide bombing in Sri Lanka

SRI LANKA-Condemning the suicide attack by a female Tamil Tiger bomber that killed 28 people including women and children in northern Sri Lanka, the UN has said "civilians must be distinguished from combatants and protected from the fighting".

"The United Nations reiterates that civilians must be distinguished from combatants, and protected from the fighting," the UN Resident/Humanitarian Coordinator in Sri Lanka said in a statement.

The bomber mingled herself in the crowd of refugees who were being checked after fleeing the war zones near Sundarapuram in Visuamadu and blew herself up on Monday.

The attack comes amid a growing humanitarian crisis in the northern part of the island nation, where some 250,000 civilians are trapped by fighting between Government forces and the separatist LTTE.

Secretary-General Ban Ki-moon and other senior UN officials have repeatedly called on both the rebels and the Government to do all in their power to ensure safe passage for those fleeing the conflict zone and to ensure the protection of civilians in accordance with international law. NDtv

Another 1000 civilians rescued; 30 injured in terrorist fire - Puthukkuduyiruppu

SRI LANKA-
Sri Lanka Army Task Force 2 soldiers operating west of Puthukkuduyiruppu, in Mullaittivu district have rescued about 1000 Tamil civilians escaping the LTTE human shield in Wanni this morning (Feb 10).
According to the defence sources, the civilians have arrived to the civilian rescue point in the Udayarkattukulam area between 6 AM and 7 AM amidst raging LTTE small arms fire.

At least 30 civilians have suffered injuries out of which 10 are in critical conditions. Majority of the injured are woman and children, the sources added.


Army has taken measures to airlift the critically wounded people to Anuruadhapura and Vavuniya hospitals while the others have been given first aid at field dressing station at the rescue point itself. Troops expects more civilians arrivals today, said the sources.

The attack at the civilians is the third in this month carried out by the LTTE terrorists to prevent civilians getting out of the human shield in Wanni. Yesterday (Feb 9) a brainwashed LTTE suicide bomber blew herself up, at a civilian rescue point killing 10 civilians and wounding over 40.defence.lk
